He issued an edict bestowing the title of King of Wu upon Yang Xingmi of Huainan and King of Yue upon Qian Liu of Liangzhe, hoping they would come to his aid and assist in quelling the rebellion. However, neither came to help, and the emperor's orders could no longer escape the siege. Li Kexiu advanced southward to attack. Zhu Quanzhong moved from Fengxiang to Hezhong, sent generals to capture the city of Fen, and advanced to surround Taiyuan but failed to achieve victory. He then returned from Hezhong to Fengxiang. Li Zhouyi, the military governor of Fuzhou, led his troops to relieve Fengxiang. However, the general Kong Xun of the Later Liang took advantage of the situation and captured Fuzhou. Li Zhouyi was forced to surrender to Zhu Quanzhong. The regions of Binming and Fufang also fell under the control of the Later Liang. Within the walls of Fengxiang, food supplies ran out, and people resorted to eating each other. He dismissed Lu Yi from his post and appointed Pei Shu and Wang Pu as chancellors. Wang Shifan of Qingzhou captured the Yanzhou region from the Liang dynasty, prompting Zhu Quanzhong to launch an eastern campaign against Qingzhou. Wang Jian of Chengdu attacked the Qinzhou and Longzhou regions of Li Mocheng, thereby improving relations with Zhu Quanzhong. Wang Shifan defeated the Liang army at Linshi with the help of the Huai Nan forces. However, the Liang general Yang Shitou later defeated the Qingzhou forces at Linzhao, leading Wang Shifan to surrender Qingzhou. Yang Xingmi of Huai Nan attacked Ezhou, and Cheng Qie of Jingnan went to rescue it. Meanwhile, the military forces of Lian and Lang seized Jiangling, and Zhao Kuangning seized Jingzhou, causing Cheng Qie to die in anger. The forces of Qi approached Chang'an, while the Liang army stationed itself at Hezhong. Zhu Quanzhong forced Emperor Zhaozong to move the capital to Luoyang, and due to the delay in the relocation, he executed the chancellor Cui Yun, the commander of the Six Armies, Zheng RenGui, the palace commander Wang Jianxun, the dragon flight commander Chen Ban, the gate commander Wang Jianxi, the guest chamber commander Wang Jiayi, and the left deputy chancellor Zhang Jun. Cui Yun had invited a wolf into the fold, and finally died at the hands of the very people he had invited. Liu Cang and Cui Yuan took over as chancellors.

Zhao Kuangning fled to the southern Huai region. Wang Liang was granted the nine ceremonial gifts, took overall command of all officials, was appointed commander-in-chief of the entire army, and was elevated to the title of Prince of Wei, but he refused all these honors and again forced Emperor Ai to abdicate.
